Germany's interior minister announced a security overhaul after a vehicle attack near Berlin's Pride celebration killed a Polish woman in her 60s on Saturday. The suspected driver, 21-year-old Abdul Ballout, had been convicted in May for preparing a serious act of violence but was released under juvenile law and supervision at the time of the attack; the interior minister said applying juvenile criminal law to adult security threats is "unacceptable" and promised new measures including ankle bracelets and preventative detention powers.
