The government is reviewing Ghana's legislative and fiscal framework for the upstream petroleum sector to attract more investment. Proposed reforms include better incentives for deepwater and frontier exploration, a more competitive royalty structure, reduction in GNPC's carried interest from 15% to 10%, and longer loss carry-forward periods; the measures are before Cabinet with targeting passage before the end of 2026.
