Ghana Embassy staff extorted $19.4 million from visa applicants
A forensic audit by the Auditor-General found that Ghana's Washington Embassy staff operated an elaborate scheme from 2019 to 2025 to extort money from visa and passport applicants, generating $19.4 million in illegal funds through fake websites and inflated charges. Embassy IT Officer Fred Kwarteng used websites including GhanaPV.Org—which mimicked the official Embassy site—to charge applicants $29.75 for services that cost around $10.1.
