The Ghana Prisons Service says the Community Service Act, 2026 and Parole Regulations, 2026 mark significant steps towards reducing overcrowding while promoting rehabilitation and reintegration of offenders. The Community Service Act empowers courts to impose supervised community work as an alternative to custodial sentences for minor offences, while the Parole Regulations provide a structured system allowing eligible inmates to serve the remainder of their sentences under supervision.

Ghana's Prisons Service reports that more than 1,500 inmates have participated in formal education programmes since 2019, with many achieving 100 per cent pass rates in Junior High and Senior High School programmes. The Service is expanding access to education as part of its rehabilitation agenda to equip inmates with skills for reintegration into society.

The United Nations Office on Drugs and Crime (UNODC), in partnership with the U.S. Bureau of International Narcotics and Law Enforcement Affairs, has commissioned a bakery and vocational training facilities at Nsawam Medium Security Prison following a three-year rehabilitation project aimed at equipping prisoners with practical skills for reintegration.
